Andrew Roberts gives us some insight in his book The Holy Fox: A Life of Lord Halifax.
During a European visit, Lord Halifax, a former British
viceroy of India, was invited to Hitler’s mountain retreat at Berchtesgaden for
lunch. After lunch Halifax brought up
his experiences as viceroy of India, where he had urged a policy of
conciliation. Hitler interrupted him and
said, “Shoot Gandhi! And if that does
not suffice to reduce them to submission, shoot a dozen leading members of
Congress; and if that does not suffice, shoot 200 and so on until order is
established.”
